k i was in north sandy today an was talkin to Jeanvirgaud to see if he could teleport me but he wouldn't for no reason.. then i notetis a Explorer_Moogle right nexted to jeanvirgaud so i talked to em an he had afew teleporting spots an was thinking why the hell do they have a explorer moogle if jeanvirgaud does the same thing?

You also have to do supply quests to get ports from Jeanvirgaud. They are two completely different, unrelated transportation systems.
