Just have to have your camera angle just right, it has to be in view, can work with it a little bit till you get it. Also I believe you have to be exactly under it.
Edit: Just tested it again with my other character, was 1 yalm away from it in 3rd person view. Didn't have to move my camera angle.

east way is 1st person view hold up arrow to look straight at it and hit enter
