XP loss and chance

Ok so im new to the scripting of the Darkstar server community but i have some experience with some server scripting elsewhere
can someone help me out with a quick script to make the XP lost on death either
10% or 15% based on a 50% of getting the 10% xp lost otherwise its 15% xp lost
and where to place the script
