accrand In Mob Skills
I noticed in many mobs skills, there is a accrand = math.random(1,2) to determine if an effect lands or not. For example in wild oats. I don't think this is correct, in retail int down or whatever almost always lands even if its an easy prey. I think the accrand should be removed.

I looked around but couldn't find anything to confirm this. I do remember it being like that in retail. If you were hit with sprout smack you would always get slowed, unless its too weak then it might be resisted.
