Issues with unlock Quest

Wasnt sure if this is actually a bug, or just something I messed up. Anyone else having issues getting the la theine plataue cutscene after collecting all 7 weather effects? I cant get carbuncle to fly to la thiene and start the last step of the quest.

some people said you had to get orange twice or something
this damn quest is forever broken

No surprise...it was written before weather worked. Wrap your head around THAT one.

Edit: Tried it again, collected all the weathers for a third time. Not working. TO THE BUG MOBILE.

Every user I know who's encountered the problem was able to get the carbuncle cutscene by getting the orange light (clear weather) cutscene again.

How should i go about it? I have zoned into and out of clear weather zones like 8 times now to no avail... does it need to be a specific zone? Ive tried West/East Ronf. Valkurm, la theine, konschtat.
not sure what changed... but I got the Cutscene
Orange light again in east sarutabaruta...
FIXED.
