Adds:
- Non-home nation areas now grant 15% of exp as conquest points.
- Non-conquest areas do not grant conquest points.
- Home nation areas now grant the correct amount of conquest points. Bug #132 can be closed.

Teleport to Sky (Windurst control)
+1000 exp -> 24694 (+100, correct)
+920 exp -> 24786 (+92, correct, does not truncate 1s digit, #132 fixed)
Zone to Hall of Gods and Ro'maeve (Bastok control)
+750 exp -> 24898 (+112, 750 * 0.15 = 112.5 therefore correct, truncates decimal)
Teleport to Al Zahbi (non-Conquest)
Zone to Wajaom (non-Conquest)
+700 exp -> 24898 (+0, correct, does not give points in non-conquest regions)
